Just like myself, countless of others has dedicated much time to the mysterious language of the beholders, known as '469'. Different to others, I might have a clue of how things works.
The endless quest of deciphering this language has, at least for me, seemingly come to an end.
Having the taut reputation I do, I will point in the right direction, for you.
I have four hints, which I'll share below:
1. Extremely important, before you start, is that you must not look too deeply. The answer is easier than you might think.
2. Although 486486 states that '1' is the same as 'Tibia', it will rather confuse and mislead, than help you. A much more proper statement would be that you are able to COMPARE '1' to 'Tibia', not that it basically means it.
3. The third, and probably the most important tip, is the eyes of the beholder. Take your time to study them, and ask yourself the question: WHY did CipSoft edit their amount of eyes some updates ago?
(General knowledge is that only entities with the correct number of eyes may speak 469.)

An approximate translation would read as following:
The minotaurs' race is to be considered a threat. Not due to their inferior power, though, but seemingly their mages is dangerously close the truth.
An important fact to have in mind when translating, is that words like 'the', 'is', 'are' and other similar words is superfluous! Also, dots commas and question marks doesn't exist either.
A more exact translation of the text above would be something like:
Minotaurs are threat with inferior power and seemingly mages closest to truth.
